Tell that to the people in those 200 000 homes (which could easily be 500 000-1 000 000 pepole) without heat for the winter.

In some regions on Earth we can get warm pleasent summers, but come winter minues (degrees C) tempatures aren't unheard of. For example in the UK the highest tempature recorded is +38.5C and the lowest -27.2C. A vast difference between the two seasons.
On the continent of wild endeavour in the mountains of solace and solitude there stood the citadel of the time lords, the oldest and most mighty race in the universe looking down on the galaxies below sworn never to interfere only to watch.
