That's a crap rumor that's been floating around for years.

The real concern wasn't the color of the blood, it was the quantity of it. Too much blood and gore in the assassination scene would have definitely bumped the movie up to a PG-13, though they could have garnered an R depending on the quantity. ILM intentionally limited the amount and made it a bit fake-looking for this reason.
