That was what both John Arryn and Ned Stark had discovered while researching the family lines.
Not all, just some, otherwise the Targaryen look wouldn't have survived at all. Dany's direct ancestors include an Arryn (the first wife of Viserys I) and a Martell (Daeron II's wife), but they had blonde children.
