Focussing on a villain (Deadpool and the Punisher qualify.) fouls up whatever moral compass you're you're supposed to be working with (Howard the Duck in a pinch) and should deliver unpredictable story telling.
Which is what made Villains United
and Secret Six
so great. The best stories from those were when they were fighting against other villains. Though the "Batman Reborn" story was great also, each honoring Batman in their own way.
Making the Trickster the STAR of Underworld Unleashed was genius.
If you're telling a story about villains getting new powers and focus on the heroes, it's bland. If you tell the story of the greatest trick the Trickster ever played, it gets interesting.
