They likely parked the Enterprise nearby because they rightly guessed that the shuttle might not make it back. It gives them a staging area inside the atmosphere. And given Kirk's nature at the start of the film, because he could

We weren't privy to the planning meetings that proceeded the mission, but I'd imagine that there objections to that point.
