To me, Jellico was the professional, get the mission done, no matter the cost type of man. Just the sort of person you'd want on a high stakes mission where the threat of war is imminent. Those are all excellent points and I think provide a thoughtful assessment of the Jellico character.
I think you can summarize the command styles of these two men by their own "catch phrases".
Jellico: "Get it done."
Picard: "Make it so."
