We don't unambiguously know that Eccleston follows McGann. True, there's a lot of evidence in that direction -- the line in "School Reunion," the artwork in "The Journal of Impossible Things," the Cybermen's data thing in "The Next Doctor" -- but there's nothing that would outright prevent a Doctor (or two) between McGann and Eccleston. Just because Paul Cornell says that "The Scream of the Shalka" is Unbound
now, that doesn't mean that it is
