Well, Cochrane himself (in ST:FC) admitted he did it for the money. The USA still existed, and was able to pay him for it, and so...profit can be a powerful motivator.
As for the SS
Valiant: I accept the explanation that the only way it got to the edge of the galaxy was via an unstable wormhole. At sublight speeds, there's really no other way it could have done so. And I totally love the image of that ship as posted in the Drexler files.
