I was referring to the Borg Invasion of 2381.

Admiral Nechayev did not allow Transphasic Torpedoes to be distributed throughout the fleet, making most Starfleet vessels that encountered Borg vessels during their early attack runs easy pickings. Transphasic Torpedoes were only distributed after over 7000 Borg ships flooded through a subspace tunnel located in a nebula courtesy of Admiral Jellico.
