People really have a tough time telling TV show structure from movies. The above works great on TV when you have fifteen to eighteen hours to fill. It doesn't work when you are making a two-hour film designed to sell tickets. People go to the movies for the larger-than-life spectacle.

straightforward action has been part of Star Trek almost from day one. Two of the most successful Trek movies are TWOK and FC, both of which are essentially action movies.
