Character development will always come from the parent sources, (ie. "Into Darkness" and its sequel), before the comic is allowed such extrapolation.

Since we still have no idea if she's even a part of the next movie yet, a one-shot Chapel was
never a likelihood for the current comic series.
If she's in "Into Darkness", then yes, a future solo issue about Chapel is a possibility. In the distant future. If she turns up in "Countdown into Darkness", as an easter egg, her chances of being in the next film are probably also increased.
