Bloody hell.. Tuvok never smiles?! Now I've heard everything.

They certainly did not try and recreate Spock with Tuvok. The Spock character on VOY was 7 of 9. Data was the Spock character on TNG. All three were part of the big Trek saga of finding your humanity. Tuvok? He was just a Vulcan, and quite content as such.
