Very much true. The construction plans for our corridors are estimated to be around $3,000, just for 24 feet of corridor. Economics being what they are, we're scaling back our plans. It's the same sort of choice we've made all along with our bridge, ready room, transporter room, uniforms, etc.
Filming on location is far cheaper and easier by far. Other than catering for the cast, there's not much in the way of other expenses for filming on location.
