From everything I read he was trying to make Sisko more intimidating, so he copied the look of a character he played earlier in his career. |
Specifically Hawk, in "Spenser for Hire." A brutal thug with a heart, Hawk was, at the same time a simpler character and a much more interesting character (IMHO), than Sisco.
