Blooper reels were traditionally made for the exclusive entertainment of a show's cast and crew, at annual Christmas and season wrap parties.
Shows like "TV Bloopers & Practical Jokes" pay huge royalties for permission to use blooper footage, but the TOS bloopers were taken to SF conventions in the early 70s and were illegally copied, escaping into the public domain. When the first season TNG bloopers did likewise, twenty years later, the cast of TNG pulled rank and vetoed blooper screenings at conventions unless appropriate royalties were to be paid.
There was no budget for the legal work required to get blooper releases done properly. Not Rick Berman's fault at all, IIRC.
