this is just Braga pulling stuff from his butt. It is very clear from the direction that the TCW went in the series that Braga was just making stuff up about it as he went along, even before the big revelation that they had no idea who "future guy" was supposed to be.
The TCW COULD have been a good storyline had it not been so poorly thought out.
