Why would public lands in Louisianna that are current being administered by the American federal government, continued to be administered that government after those lands are no longer in America?

Federal lands don't belong to the state in which they are situated, they belong to all
Americans. If a state wishes to secede and take their federally-owned land with them, they'll have to purchase it from the federal government at a fair market price.
