If you go back the the original petition, it isn't a declaration of war. It's asking to be allowed to withdrawal.

I don't think it'll happen peacefully, but they're, of course, welcome to petition their government for redress of the grievances they believe they have.

The Government is then, in turn, welcome to look at it, laugh, and say "get over it you sore losers!" and then wad up the petition and toss it into the trash.
