You're forgetting the timing. He was captain of the Stargazer for 22 years, then TNG began 9 years later. The idea was that Picard was an accomplished, grand statesman who'd already had a legendary career, while Riker was his up-and-coming protege.

Patrick Stewart, on the other hand, was 47 when TNG began.
