Harry Kim to have received no promotion for seven years would have looked bad for his Starfleet career. The fact would permanently be noted in Kim's service record. When a officer remains at the very bottom of the rank scale for a protracted time period, there's a reason.

Janeway made the decision to maintain Kim where he was.

I sort of feel like future commanders looking at his service record and raising their eyebrows at the "Ensign for 7 years" part would most likely then see "U.S.S Voyager" printed right after it, and accept that as a pretty legitimate explanation. Everyone's going to know who the Voyagers were.
