With HD there is no native 4:3, so when a 4:3 image is seen on Blu-Ray it's in 16:9, but with the pillar boxes.
And as for widescreen broadcasts, CBS would be absolute idiots if they didn't make 16:9 masters, since stations would pay thousands more for a 16:9 HD version than the current 4:3 HD versions.
