As for Fleet Marks, successfully completing a single fleet action only gives 5 to 15 Fleet Marks so members will need to play a 200-300 fleet actions just to hit Tier 1.

I doubt the duty officers will be a problem; I almost have enough in my inventory to handle the requirements on my own. Dilithium and fleet marks (what are those, again?) seem to be the challenge here.
