Fleet Marks and Dilithium are the two major bottlenecks, possibly duty officers as well. Most people won't be willing to part with their own Dilithium unless they're swimming in the stuff. As for Fleet Marks, successfully completing a single fleet action only gives 5 to 15 Fleet Marks so members will need to play a 200-300 fleet actions just to hit Tier 1.
