It can be argued the Roman Empire lasted a thousand years, if we take into account the eastern Roman Empire. But this doesn't answer question, how would an Axis have changed conditions to the point that the Federation never existed in the first place? In both timelines when the Axis powers won the war, the federation never existed so Hitler's Reich lasted a thousand years...
2161 - 1945 =/= 1000.
