For lower levels, you can get 480 dilithium by correctly answering the daily quiz given by Lt Viala in Starfleet Academy ( The cheat sheet can be found at http://www.stowiki.org/Lore ). You also get 1440 dilithium for Lt. Grall for exploring 3 unexplored sectors in star clusters. Cmdr. Selyn also gives dilithium for completing Foundry missions.
