I think he's a breath of fresh air, particularly when I went through TNG the first time on dvd. He's so unlike everyone else on the ship, but I think that is what makes him special. It's nice Piller and company were able to incorporate him into the show, especially given the insistance from Roddenberry that everyone on the ship be essentially without personal flaws.
It's also very funny the way that they introduced him - particularly with an out-and-out holodeck fantasy. He's not just a character that is insecure professionally and socially awkward, but we also get to know what he fantasises about.
