Well
of course Starfleet has
some method of reimbursing others for goods and service. The writers deliberately kept it vague as to how it works. (But it's not necessarily "money", if money is defined as coins and notes, that is.)

But was "no money" a Roddenberry rule? Wasn't it originally introduced in The Voyage Home?
