DS9's guest characters were powerful religious icons, powerful warlords, former spies, etc. They were inherently more interesting characters to begin with.
I think I see one flaw in your logic.

Writers created both sets of characters, if they found it difficult to come up with character devolpment ideas it could suggest a flaw in the inital characterisation they had created.
On the continent of wild endeavour in the mountains of solace and solitude there stood the citadel of the time lords, the oldest and most mighty race in the universe looking down on the galaxies below sworn never to interfere only to watch.
