I know exactly what you're talking about. The DC ruins part of the wastelands were terrible to navigate.

Oblivion is definitely more straight-forward in terms of level geometry.
I'm glad to hear that Oblivion is easier. It wouldn't be so bad if I did nothing but follow the story.... except I like to explore. I want to find everything and go inside every door, and DC just pisses me off because I have no idea how to get anywhere. Which is a shame too, because I really was enjoying Fallout3 right up until that moment.
Exploring in Oblivion can get a bit tricky if you try to scale mountains, but you get used to finding just the right angle to ride/walk up.

What drove me nuts about the D.C. ruins is the omnipresence of invisible walls that are supposed to funnel you into subway entries to proceed underground - lazy design in my opinion. Especially in those cases where you just know that the ruin in front of you would be perfectly climbable otherwise.
