Hm...Tret Akleen himself could count, in a way. The Sigils version, that is...the SigCat version is ornery and pragmatic but not so Machiavellian anymore. But I'm sure there are some ideological forbears he drew from (although knowing the government pre-Cataclysm, those might not have been the easiest writings to find).
