I think that Gul Dukat could have been this person if he'd made better choices. (He would probably have had to hide things about himself the way Tekeny Ghemor had to, but still, Tekeny proves that a Cardassian could be a good man even in that tyranny.) The environment certainly helps--but in the end, I think it was a matter of choice. AU Dukat felt that he was receiving a sign...but he had to
choose to obey it.
