Dukat received his implant later--though in the story he sees one of the doctors who has one for some (undisclosed) mental illness.
It took him time, once realized he was
going to have surgery to install an implant, to really reconcile himself to that. But over time, you're right: he came to see it as a needed part of his own body, one that helped him.
I had not connected that with the title, but it's an interesting thought.
