I liked the Bacco angle, I didn't think we'd see her in this novel. Paths of Disharmony
yes, but not here.
It reaffirms my view that the Bacco character was a wise choice as a plot device to show high-government level issues quickly without tying down the story in endless descriptions of governments structure.
