It is, actually. Traditionally, haiku counts sound units - moras - rather than syllables. A mora, so far as haiku is concerned, is counted for each syllable nucleus (generally the vowel sound), and for each syllable coda (other elements after the nucleus) in a stressed syllable (e.g., Nippon, the Japanese name for Japan, has four mora: ni-p-po-n).
As I have no experience with Japanese language or poetry beyond what I learned in English class, I will defer to your apparently superior expertise. I stand corrected, and your poem was very nice, indeed.
