not quite, as the not so good Gul is at no.8 on my list
My aim in this list is to examine what is good and noble about the Cardassians and highlight those who represent a better version of the Union. Basically it's part of my on going drive to find out why we are Cardassian fans (although other people can bring something different to this thread
