The general idea is that once the
Valkyries have launched (and there are only two on
Angel as Starfleet are still trialling them on various ships) the bays are clear for through use by combat medic runabouts.
Don't forget that the triage section is directly forward of (and connected to) the hangar bay which of course was originally the cargo decks on the
Franklin class.
