Yes, it is. It is a story of deliverance -- of mutual
deliverance. The Caeliar deliver the Federation from the hands of the Borg, and the Federation delivers the Caeliar from the oppression of their own stagnant, dogmatic culture. Both sides give the other what they lack in order to survive.
It's not the interaction of gods and man, superior and inferior. It's the interaction of equals.
