That is as reasonable as any other explanation. I think at the time the writers envisioned something like a crow's nest or the like in a heavy storm. I see a number of parallels in this story with that of one of my favorite movies,
The Caine Mutiny.
But yeah, I envision it being based in the secondary hull too.
