Best Vulcan: Mark Lenard. Or...maybe a two-way tie between Lenard and Nimoy.

Best Romulan: Mark Lenard, by far.

In fact, I do believe I even prefer Mr. Lenard's Klingon over half or more of all the others we've seen.
