No one has gotten more thumbs down votes than thumbs up, but you do have to take into account that a sideways has the exact same effect as a down. So there are plenty of actresses who have gotten below 50% -- Kirsten Dunst, Elizabeth Banks, Jaime King, Sarah Carter, Virginia Madsen, Maggie Gyllenhaal. Kate Bosworth is still the all-time low at around 30%.
