I always use the "mid-life crisis" as the excuse. It's great fun on the boards to get the C/7ers all riled up. LOL. But it's not what I really believe would work well in a story. I think you're right. The return to Earth got in the way. Also, I would like to think that if he had a real chance with Janeway that would win him over. I could see him just giving Janeway a simple goodbye kiss and being blown away by the chemistry, so much so it would be impossible to ignore. Oh boy. Don't get me started!
