While Scarlett is the highest-rated GBOW of all-time, she actually doesn't have the most thumbs up votes -- Jessica Alba, Kate Beckinsale, Monica Bellucci and Jewel Staite (?!?!?!?!) each have more. But that's what happens when the participation level drops.
