Technically not a moon, but there could be a planet in an orbit a little farther out that for a short time each year is seen in the same apparent size and has the same level of tidal effects as our moon. And people might like to think of it as a moon even if it doesn't orbit the planet, since there would be some gravitational interaction between the two.

Or you could have a real moon in a highly elliptical orbit, perhaps close by for only a short time each year.
