As previously mentioned...it's always possible that the "major components" were manufactured on Earth, where it would be easier to work without environmental suits and without having to deal with zero G, then lifted into orbit for final assembly in drydock. We know that the Feds have some kind of "antigravity" tech or some other way to manipulate mass that would allow them to avoid or minimize our pesky 20th/21st century issues related to lifting large payloads into orbit. I don't think that would violate any of the sacred canon...
